Harrow College and Uxbridge College merged formally from 1st August 2017.  The Colleges are now officially part of the same organisation and work together to provide the best opportunities to students and trainees, while keeping their individual names and campuses.  In addition to the two constituent colleges – Harrow College and Uxbridge College – HCUC also includes a dedicated employer services and partnerships unit, known as HCUC Apprenticeships & Skills.  HCUC Apprenticeships & Skills serves as the externally focussed training arm of HCUC.  To reflect the enlarged remit of the Corporation overseeing the newly merged colleges and training arm group, the Corporation has been renamed formally as HCUC.

The Members of the Corporation (also known as Governors) represent the interests of the local and wider community that HCUC serves.  The HCUC Corporation is responsible for the quality of service to its participating students and trainees and their welfare, the financial health of HCUC, the proper use of public funds and for ensuring effective management.  The Corporation aims to ensure that HCUC is successful in all of these areas.  One of the duties of the Corporation is to determine the mission of the college and to ensure that there are effective means of monitoring whether college management is fulfilling the mission.  Please click here to view the Instrument and Articles and Standing Orders for HCUC.

Nolan Committee

The Committee on Standards in Public Life, chaired by Lord Nolan, published a report in May 1996 that identified seven key principles for those serving in public life.  These are:

  • Selflessness
  • Integrity
  • Objectivity
  • Accountability
  • Openness
  • Honesty
  • Leadership

All governors must uphold high standards of public conduct.  Governors must ensure that there are no conflicts of interest on any matters being considered by the governing body where a governor’s independent judgement could be affected in any way.  The Director of Governance to the Corporation holds the Register of Interests - please contact her @ This email address is being protected from spambots. The HCUC Corporation has 15 members, and includes people from a range of backgrounds reflecting the communities that HCUC serves.  In addition, regular skills audits and periodic reviews of the membership ensure that the HCUC Corporation is mindful of maintaining an appropriate skills mix when new or replacement appointments to the Corporation are made.

The HCUC Corporation is made up of members within the following categories of membership:

  • 10 External governors

As of August 2017, the HCUC Corporation has the following committees which meet to focus on specialist areas and make recommendations to the main board:

  • Resources
  • Quality, Curriculum & Students
  • Audit
  • Search
  • Remuneration

The Search Committee

The Search Committee advises the governing board on the appointment of governors - and on any other matters relating to membership and appointment that the governing board delegates to it.  The committee consists of relevant members of the governing board.  Governors cannot be appointed by the governing board until the advice of the search committee has been sought - except in the case of the Group Principal & CEO and elected governors (staff and student governors).  Each governing board is expected to produce terms of reference and to make rules for the conduct of its search committee, and to publish the search committee's advice to the governing board, (see link to Search Committee minutes below).  Please click here to view the Search & Governance Committee Terms of Reference.

Stakeholder & Scrutiny Committees – Harrow College and Uxbridge College

When the two colleges merged from 1st August 2017, it was agreed that in addition to the HCUC Corporation Board and Committees, there needs to a mechanism for both Harrow College and Uxbridge College to work with internal and external stakeholders to ensure that the education and training offer of each College is relevant, appropriate and responsive to the needs of their local communities.  To this end a Stakeholder & Scrutiny Committee (SSC) has been established at each College.  These SSCs are advisory in nature and advise the HCUC Corporation and the Principal of each College on:

  1.   The educational character of Harrow College / Uxbridge College
  2.   The needs of local stakeholders
  3.   Strategies to respond to local needs
  4.   Strategies to improve the performance of the College
